Dr. Şuayıp Birinci completed his primary and secondary education in Rize and Trabzon, and his university education at Ondokuz Mayıs University Faculty of Medicine. After graduating from medical school, he began his professional career in 1998. During this period, he earned a master's degree in "Leadership and Global Entrepreneurship," followed by another master’s and a Ph.D. in “Health Institutions Management.” Dr. Birinci, who holds the title of associate professor in his field, continued his public service in various health care roles.

He served as a physician in various public institutions in Rize and Istanbul. He served as deputy chief physician at Ümraniye Training and Research Hospital, deputy director at the Istanbul Provincial Health Directorate, and general secretary at the Turkish Public Hospitals Agency in the Istanbul Anatolian North Region. Subsequently, in 2014, he was appointed deputy undersecretary at the Ministry of Health's central organization. In August 2018, he was appointed Deputy Minister of Health, a position he continues to hold. During his tenure at the Ministry, he carried out strategy and goalsetting, planning, organizing, and coordination activities.

Dr. Birinci is the founder and executive board member of TÜSAP, Turkey's first think tank in health policy and management. He is also a board member of TÜRKSAT and TÜBİTAK. He was selected by HIMSS as one of the 50 most influential leaders shaping the future of health globally in 2021.

Dr. Birinci, who led Turkey's "Digital Transformation in Health," pioneered the adoption of the "culture of management with knowledge" across all components of the healthcare field. He personally designed and successfully implemented numerous exemplary IT projects on the digital health journey, both regionally and globally.

Dr. Birinci is the author of numerous books, articles and scientific studies on national and international levels on topics such as health management, digitalization in healthcare, health economics, the national technology initiative in healthcare, healthy living, health promotion, preventive healthcare services, therapeutic services, remote healthcare, and the future of healthcare.

He is married and has three children.
