Born in 1963 in Mesudiye district of Ordu province, he graduated from Trakya University Faculty of Medicine in 1988. Dr. Osman Güneş worked in Sivas province Imranlı district State Hospital (1988-1989), Istanbul Şişli Etfal Hospital Pediatrics Clinic (1989-1990). He was engaged in trade between 1990-1992. He worked in Sarıyer İsmail Akgün State Hospital Pediatric Department (1992-1993) and as Health Manager in Bağcılar Municipality (1993-2009).
He worked as the founding vice president of Şişli MGV (1987-1990), lecturer of Public Health and Interpersonal Relations at Şişli Health Vocational High School (1989-1990), Şişli Refah Party district vice president (1990-1993), Mesudiyeliler Foundation board member (1992-1997), Sağlık-Der Istanbul Branch vice president (1993-1998), founding member of Ordulular Foundation (1995-1997), general secretary of Sağlık Bir Union (1995-1997).
Between 2009-2019, he served in various positions such as Deputy Mayor and Administrative Coordinator. He still continues his duty as Deputy Mayor of Bağcılar Municipality. He is married and has 4 children. Knows intermediate level English and Arabic.
